This facility, which claimed to care for 347 children daily, had received over $62 million in federal subsidies in the previous fiscal year.

However, as the agents forced their way inside, they were met with an eerie silence.

The truth began to unravel as investigators discovered that the enrollment records were fabricated, with social security numbers purchased from dark web brokers and birth certificates manufactured using stolen templates.

The identity of the daycare’s director, Hale Lima Osman Warfa, was soon revealed to be a complete fabrication, constructed using documents acquired from forgers.

Warfa had no formal education or background in childcare; instead, she had connections to the CJNG cartel, one of the most notorious drug trafficking organizations in the world.

As investigators traced the financial flows connected to the daycare, they uncovered a labyrinthine network that spanned 41 countries.

Funds meant for childcare were swiftly funneled into shell companies in Delaware, Wyoming, and Nevada before being routed to accounts controlled by the cartel in Mexico.

This operation, ominously dubbed Project Lighthouse, had processed over $5 billion in fraudulent subsidies across 67 facilities in multiple states, funding cartel operations and human trafficking networks along the way.

At the center of this web of corruption was Gerald Thorson, the Minnesota Commissioner of Children and Families, who had overseen the expansion of the state’s childcare subsidy program.

Thorson had transformed the system into a money-laundering operation, receiving millions in payments for his role in facilitating the fraud.

The results were staggering: over 300 arrests, including facility directors, cartel operatives, and corrupt officials.

Among those arrested was Thorson, who was found at his lakeside cabin, preparing to flee the country.

Investigators also uncovered a drug manufacturing facility in Rochester, Minnesota, producing enough fentanyl to kill every person in North America several times over.

The impact of this operation extended far beyond financial losses; it had dire consequences for communities already ravaged by addiction.

The fentanyl produced from this scheme was linked to over 14,000 overdose deaths in the Midwest over the past three years, each representing a tragic loss for families and communities.

Furthermore, a portion of the funds had been diverted to extremist organizations in Somalia, transforming this fraud scheme into a national security threat.

As the dust settled, the Justice Department announced charges against 217 individuals, highlighting the extensive nature of the corruption that had infiltrated state institutions.

The daycare centers are now closed, and the funds have been frozen, but the damage is irreparable.
